Andrew McLeish

Owner & Managing Director – Stopline & Make a Report

Hi, I’m Andrew McLeish, the owner of Stopline and Make a Report. I’ve spent more than 15 years helping organisations create safer, more ethical workplaces by giving people a trusted way to speak up. Whether it’s reporting misconduct, managing investigations, or understanding complex risk issues, my focus has always been on building systems that protect individuals and support integrity across all levels of business.

I joined Stopline in 2010 because I saw a real need for independent, confidential, and accessible reporting services. Since then, we’ve grown to support more than 600 organisations across Australia, helping millions of people—employees, contractors, board members, even family members—raise concerns safely and anonymously. It’s something I’m incredibly proud of.

To expand on that mission, I created Make a Report, a digital platform that helps clients manage their own reports and investigations through a secure, user-friendly system. It’s designed to be practical, flexible, and responsive to the challenges organisations face today.

Over the years, I’ve worked across a broad range of sectors and issues—whistleblower protections, family and domestic violence, psychosocial risks, cybersecurity, and more. I hold several qualifications in business, investigations, and risk management, including:

  • Graduate Certificate in Business

  • Advanced Certificate in Government Investigations

  • Diploma of Government (Investigations)

  • Certificate IV in Government (Statutory Compliance)

  • Licenced Workplace/Private Investigator

My work is grounded in the belief that every voice matters. I’m passionate about making it easier for people to speak up, and for organisations to listen and act with integrity. Whether I’m working directly with a board, helping shape policy, or developing new tools behind the scenes, I’m always aiming for the same goal: safer workplaces, stronger cultures, and better outcomes for everyone.

Our Disclosure Team

Hayley Smith

Hayley is our team manager, providing support and leadership to our disclosure team. Hayley ensures that all the information received through our whistleblower & integrity services hotline is managed in accordance with the legislation (Corps Act - where a genuine whistleblower has disclosed a workplace issue/ misconduct incident that is a genuine whistleblower matter) to ensure that the matter is managed with the upmost confidentiality and where requested the persons anonymity.

Hayley has over 8 years’ experience in our whistleblower & integrity service. Her background before joining Stopline was in client management and customer care. Hayley has a strong knowledge of the whistleblower legislation and is available to discuss any questions you might have. For example, what is an eligible whistleblower, how does an eligible whistleblower make a confidential and where possible an anonymous report to Stopline, what is the role of Stopline as an independent service and can a person make an anonymous report to Stopline if they aren’t an eligible whistleblower?

Jay Spark

Jay is our IT manager and his primary role is to ensure that our systems are aligned with IT security best practices. Jay has many years experience in managing the IT function at Stopline and is currently working with our development team to integrate our latest platform or our Disclosure Management Portal (DMP). Our new reporting portal is due for release in the second quarter of 2024 with some very intuitive and powerful reporting features that we have developed. We will have more information about our new portal for you shortly.

Jay is instrumental in ensuring that our IT and data management aligns with the Australian Governments Essential 8. For more information about the Essential Eight click on the following link to the Cyber.gov.au website.

Our strict access policies and procedures ensure that all the data is managed with these guiding principals in mind. Our cyber security policies dictate that only those with access can have access. Jay works with our clients to ensure that their portal is secure and that access privileges are managed.

Denise Parvakis

Denise is our training and investigations manager. Denise provides the awareness training for our clients during the on boarding process and any ongoing training requirements. Her focus is to ensure that each whistleblower protection officer (WPO) and/or whistleblower investigation officer (WIO) is aware of the Treasury Laws Amendment (Enhancing Whistleblower Protections) Act 2019, how information from an eligible discloser is to be managed, how to investigate a disclosure report, the protections afforded to the eligible whistleblower/s and how this all fits in with the business whistleblower policy and procedure.

Denise also offers investigation training to those who are new to their role. The objectives of the investigation awareness training are:

  1. Triage reports and refer for investigation – including following workplace policies;

  2. Planning an investigation – creating an investigation plan;

  3. Conducting the investigation – gathering evidence and conducting interviews;

  4. Reporting on the investigation – writing an investigation report; and

  5. After the completed investigation – finalising a matter.

Denise has over 20 years of investigation experience many of which has been with the Australian Government. Denise assists Andrew with the investigations service with the administration of our service to ensure that our planned approach is managed correctly and that our client’s expectations have been met.

Tracie Mengler

Tracie Mengler is a seasoned former Victoria Police Detective with over 30 years of experience in general policing, criminal investigations, and intelligence. She spent more than 25 years with Crime Stoppers Victoria, where she specialised in managing and disseminating public information reports to detectives and specialist units within the Victoria Police State Intelligence Division.

Tracie’s in-depth knowledge of criminal reporting systems and her exceptional interviewing and report writing skills make her an invaluable asset to Stopline. Her unique background—shared by only one other Stopline team member—strengthens the organisation’s capacity to assess and communicate disclosures with clarity and precision. She also plays a key role in client onboarding, manages client instructions, and ensures a smooth flow of communication across the business.

  • Advanced Diploma of Investigation (Detective – Victoria Police)

  • Centre for Investigator Training / Detective Training School (DTS)

Melissa Murphy Webster

Melissa Murphy Webster is a senior business professional with significant experience in security, fraud risk management, and strategic leadership. She previously served as Head of Security & Fraud for Chemist Warehouse Group, working directly with the Board to develop and implement an enterprise-wide fraud risk framework. Her work included policy development, board reporting, and technical initiatives such as SQL-based fraud detection tools.

Melissa has also held leadership roles in loss prevention and security across major retail organisations and founded her own successful business developing organic consumer products. Her extensive background in interviewing, empathy-led communication, and risk analysis adds immense value to Stopline’s services. She is currently assisting with the development of the Make a Report platform and authoring its client user manual.

Nicole Butterworth

Nicole Butterworth is an accomplished business professional with a strong background in real estate, client service, and team management. As the founder of a successful boutique real estate agency, Nicole built a reputation for integrity and community engagement through her work in sales and property management.

Nicole has brought her customer-first mindset and project coordination skills to support the CEO in delivering exceptional client service. She plays a pivotal role in enhancing client experiences and is actively involved in the development and user experience design of the Make a Report platform, ensuring it meets the evolving needs of clients and users alike.

Rosie Shilo

Rosie Shilo is a dynamic business owner and community leader with over 20 years of experience in managing and mentoring small business professionals across Australia. Through her community membership platform, Rosie provides training, webinars, and learning resources to foster a supportive environment for entrepreneurs. She is also an author of several business books and a speaker on outsourcing and small business support.

Rosie is known for her warmth, empathy, and excellent communication skills—qualities that are crucial when assisting disclosers during emotionally sensitive or challenging situations. Her experience in conflict resolution, trauma-informed practice, and customer service underpins her ability to provide compassionate and professional support to individuals reaching out to Stopline.

  • Youth Mentoring Program, Orchestrate Coaching / RAISE Foundation Mentor

Raelene McLeish – Accounts Manager

Raelene McLeish manages the financial and operational administration of Stopline. With over 25 years of experience in leadership, finance, and small business management, Raelene brings a comprehensive understanding of bookkeeping, strategic budgeting, and compliance.

She works closely with the CEO on the financial direction of the business and also supports the broader team on people, culture, and operational matters. Raelene is a trusted and valued member of the leadership team, helping ensure the business runs smoothly behind the scenes.
