The Team


Frank Byrne
Frank Byrne’s position as a Detective Inspector managing 80 detectives in major fraud investigations across Victoria afforded him a wealth of knowledge and understanding of corporate crime investigation and the business community which he utilised in his later roles as a Detective Superintendent and then Crime Commander in a major region of the state.  

In the latter part of his police career he made a significant contribution to the development of regional police forces as a Team Leader in the Pacific Region (Papua New Guinea, Solomon Islands, Vanuatu)

During his distinguished career he also served as Deputy Director of the National Police Research Unit based in Adelaide, where he directed research into key policing functions including; electronic surveillance, anti-terrorism and  computer crime.

Frank has a Business Degree from RMIT University and his managerial and research skills combined with his investigative experience enables Frank to provide STOPline with a quality resource to utilise in both investigations and management reviews conducted on behalf of its clients.

Bernie Dunn
As a Chief Inspector with Victoria Police, Bernie Dunn complemented his extensive internal investigations experience with the Ethical Standards Department with overseas law enforcement roles, which included a leadership role in tackling serious misconduct within the police organisation and the development of strategies and training programs to address corrupt conduct.

Bernie also has an impressive background in corporate governance, including internal auditing, risk assessments, performance evaluations and management reviews. In those roles he has assisted departments and organisations to develop best practice policies and contemporise management practices.

At STOPline Bernie has conducted numerous investigations involving complex and sensitive matters, including allegations of bullying and harassment.  Other cases he has enquired into related to workplace behaviour involving possible breaches of the OH & S legislation, EEO principles and discriminatory behaviour.

Graeme Henderson
In the latter part of his distinguished career, Graeme Henderson was a Chief Inspector and Team Leader in the Victoria Police Ethical Standards Department. In that role he managed investigators enquiring into allegations of corruption and serious misconduct.

In his earlier career as a Detective Graeme performed undercover duties and in 1979 was awarded a Churchill Fellowship to study police methods in drug law enforcement at overseas Law Enforcement Agencies in the USA, Canada, the United Kingdom and South East Asia.  Upon his return he had responsibility for development of the initial Victorian Police Undercover Training course which led to the formulation of the Covert Intelligence Unit. He also lectured at the New Zealand Police Undercover Training Course.

Since entering the private sector and here at STOPline he has carried out investigations in relation to theft, fraud, and matters relating to bullying and harassment in the workplace.  

Colin Jessup APM
A distinguished 36-year career in policing has rewarded Colin Jessup with a range of achievements across a wide variety of management roles. Colin's skills were immediately recognised outside the realm of Victoria Police as Acting Marshal of the Family Court of Australia providing high level specialist advice and service to officers, staff and judiciary regarding security of both premises and personnel.

Performing roles up to the rank Assistant Commissioner within the Internal Investigations Department (VicPol), Colin is highly skilled in key areas of investigations, research and planning and effective professional management and communication of sensitive issues.

Brent Jones
Brent Jones has broad and varied Human Resource (HR) and management experience at the strategic and operational levels in the financial services, pharmaceuticals and communications industries. Originally trained as a psychologist, Brent has held a number of very senior HR management positions including: General Manager Personnel Australia Post, General Manager Human Resources CSL Limited and Director Human Resources Country Fire Authority (CFA). He managed the industrial relations functions in CSL and CFA and is accustomed to dealing with very sensitive issues involving people from both management and operational levels. His experience covers cases of employee performance and behaviour, discipline and termination, equal employment opportunity, sexual harassment and occupational health and safety.
